Valley Youth House is pleased to announce its intention to apply for funding through the Pennsylvania HOME ARP program to establish a Rapid Re-Housing program in Dauphin County. This initiative aims to address youth homelessness by
providing essential services and support to help young individuals achieve stability an independence.
Pennsylvania will be awarding $11.3 million in Supportive Services dollars statewide, and Valley Youth House will seek $500,000 over a two-year period to launch this vital program. The proposed Rapid Re-Housing program in Dauphin County will serve 10 youth annually ages 18-27, offering them the necessary resources to live independently and break the cycle of poverty. A public meeting will be held virtually on July 18, 3:15 PM to address any questions, comments, or concerns about the proposed project. Please register or submit your comments at

The need in Dauphin County is great, as this service is currently unavailable for this demographic. There are currently 23 households eligible for this assistance, underscoring the urgent demand for targeted support for transition-age youth experiencing homelessness.
Valley Youth House’s Rapid Re-Housing program in Dauphin County will mirror the successful model established throughout Pennsylvania, which assists youth ages 18-24 who are experiencing homelessness whether they are single, pregnant, and/or parenting. The supportive services will be provided to help clients live independently and achieve long-term stability:
Case Management: Providing both hard and soft skills training necessary for youth to find and maintain employment.
Assistance in Applying for Mainstream Benefits: Helping youth access vital resources and benefits.
Connections to Community Resources: Building a network of support to sustain independence and foster community connections.
Valley Youth House’s Rapid Re-Housing program is a one of its kind program County that focuses on transition-age youth. Agency staff provide trauma-informed care and Positive Youth Development, which builds upon the strengths and resiliency of youth to support learning skills, discovering abilities, and developing mutually beneficial adult-youth relationships.
